National Biennial RCRA Hazardous Waste Report

The U.S. Environmental Protection Agency's (EPA) mission to protect human health and the environment includes the responsibility to effectively manage, with the States, the nation's hazardous waste. As part of this task, the EPA and the States collect and maintain information about the generation, management, and final disposition of the nation's hazardous waste regulated by the Resource Conservation and Recovery Act (RCRA).

RCRA Sections 3002 and 3004, as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA), require reporting to EPA or to authorized States at least every two years. Hazardous waste Large Quantity Generator (LQGs) and Transportation, Storage, Disposal Facilities (TSDFs) must report information on the type, source, form, quantities, and management of hazardous wastes generated on site and on the type, quantities, and management of hazardous wastes received from off site.

Management System and Data Management Implications

Reporting data for the Biennial Hazardous Waste Report can have significant implications for large industrial facilities. A single facility may have anywhere from 100 to over a thousand shipments of hazardous waste in a single year.

Developing, reconciling and submitting hazardous waste data can be a time consuming task. To effectively maintain compliance with these reporting requirements a data management system is useful:

  • Minimize the burden of reporting by including the use of an automated data collection system.
  • Report accurate data based on daily use of shipment and inventory tracking.
  • Maintain valid regulatory reporting codes for accurate reporting.

Applicability You are required by Federal statute (mandatory reporting) to complete and file the Hazardous Waste Report (also known as the “Biennial Report”) or your State’s equivalent hazardous waste report if your Site qualifies as a RCRA Large Quantity Generator (LQG) AND/OR Treated, stored, or disposed of RCRA hazardous wastes on site during a given year.
