European Pollutant Register (EPER/E-PRTR)

European Pollutant Emission Register (EPER) is the first European Union (EU) register of industrial emissions into the air and water. It was established by a European Commission Decision of 17 July 2000. It required Member States to produce a triennial report, that covered the emissions of 50 pollutants, to be included if the threshold values were exceeded. The data from 2001 and 2004 and the reporting process itself were evaluated according to specific criteria. The results were published on the Web site under EPER Review.
The E-PRTR is the European Pollutant Release and Transfer Register, which succeeds the EPER.

It is based on Regulation (EC) No 166/2006 and is intended to fully implement the obligations of the UN-ECE (Economic Commission for Europe) PRTR Protocol, which was signed in May 2003 by 36 countries and the European Community. The obligations under the E-PRTR Regulation extend beyond the scope of EPER mainly in terms of more facilities included, more substances to report, additional coverage of releases to land, off-site transfers of waste and releases from diffuse sources, public participation and annual instead of triennial reporting.

Management System and Data Management Implications
E-PRTR reporting can have significant implications for industrial facilities. An extensive list of substances must be monitored.
To effectively report on these substances, a data management system can be useful to:
- Record chemical uses and releases.
- Setup an E-PRTR configuration to use the sources of data in the implementation.
- Evaluate reporting thresholds to determine chemicals required to report.
- Run the report to create an E-PRTR Submission.
- Generate the E-PRTR submission.

According to Article 5 of the E-PRTR Regulation, operators of facilities that undertake one or more of the activities set out in Annex I to the E-PRTR Regulation are obliged to report specific information if the applicable capacity threshold(s), Annex I to the E-PRTR Regulation, and release threshold(s), Columns 1a, b, and c of the table set out in Annex II to the E-PRTR Regulation, and/or the applicable capacity threshold(s) and off-site transfer threshold(s) for pollutants in waste water, Column 1b of the table set out in Annex II to the E-PRTR Regulation, or for waste, 2 tons for hazardous waste or 2,000 tons for nonhazardous waste, are exceeded.
