Chemical Facility Anti Terrorism Standards (CFATS)

CFATS is a program of the U.S. Department of Homeland Security (DHS). CFATS establishes risk-based performance standards for the security of our nation's chemical facilities. It requires covered chemical facilities to prepare Security Vulnerability Assessments, that:

  • Identify facility security vulnerabilities; and
  • Develop and implement Site Security Plans that include measures to satisfy risk-based performance standards

Management System and Data Management Implications

CFATS compliance can have significant implications for large industrial facilities with Appendix A chemicals. Facilities that meet these requirements must perform Security Vulnerability Assessments, develop risk Assessment effects, meet Risk-Based Performance standards, develop site Security Plans or Alternate Security Plans and other data required for compliance.

To effectively demonstrate compliance with these requirements, a data management system can be useful to:

  • Develop and exercise an emergency plan to respond to a security incident internally and with the assistance of local law enforcement and first responder agencies;
  • Ensure proper security training, exercises and drills of facility personnel;
  • Document appropriate credentials for facility personnel, and as appropriate, for unescorted visitors with access;
  • Institute plans for escalation of threat based on elevated threat levels;
  • Document and report security incidents and suspicious activities to DHS and local law enforcement.
