California Air Resources Board (ARB) - United States

The California Global Warming Solutions Act of 2006 (AB 32) is the cornerstone of California’s initiative to reduce GHG emissions to 1990 levels by 2020 and further reduce GHG emissions by 80 percent of 1990 levels by 2050. Key regulations must be implemented by the California Air Resource Board to support attainment of these goals will include requirements for:

Meet the requirements of this regulation with IHS solutions for:

 
 
  • Annual Facility-based GHG emissions reporting of six Kyoto regulated GHG gases from Cement Plants, Power Plants, Cogeneration facilities, Refineries, Hydrogen Plants and Large Combustion sources.
  • Accredited third party verification of reported GHG emissions beginning in 2010 for 2009 reported emissions.
  • A cap-and-trade that includes an overall limit on GHG emissions from capped sectors Facilities subject to the cap will be able to trade permits (allowances) to emit GHGs.
  • Reporting of fuel use, indirect energy use and electricity transactions for electricity generators as well as retail providers and marketers in the power sector.
  • Fuel testing, use of default emission factors for GHG emission calculations and sector based emission monitoring.

Management System and Data Management Implications

Facilities impacted by AB32 driven requirements must track a significant amount of information to:

  • generate consistent, transparent and easily verifiable GHG emissions inventories.
  • efficiently make timely and informed operations decisions that impact compliance with GHG emissions caps.
